CEC summarises results of October 4 local self-government elections

The Central Election Commission (CEC) summarised the results of the Tbilisi mayoral and City Council (Sakrebulo) elections at today’s session.

According to the results, Kakha Kaladze, the Georgian Dream candidate, has been elected Mayor of Tbilisi, receiving 215,363 votes, 71.627% of the vote.

A total of 324,798 voters participated in the Tbilisi mayoral election.

At today’s session, the CEC also summarised the results of the proportional system elections to the Tbilisi Sakrebulo (City Council) held on October 4, 2025. According to the summary protocol, 325,061 voters participated in the election. Seats in the Tbilisi City Council were distributed as follows: Conservatives for Georgia – 1 seat, Strong Georgia-Lelo – 2, Girchi – 2, Georgian Dream – 20 seats. In the results of the majoritarian or single-mandate system elections, Georgian Dream won all 25 seats in the Tbilisi City Council.

As the Chair of the CEC remarked during today’s session, this was one of the most extensive and complex processes conducted in strict accordance with the procedures established by Georgian legislation, with full adherence to principles of transparency, openness, and high professional standards. Giorgi Kalandarishvili thanked the voters who actively engaged in the process, noting that their involvement and trust represent the main motivation and achievement. He also expressed gratitude to all institutions and organisations that actively collaborated with the election administration; to the local and international observers, electoral participants, and the media for their engagement and oversight; and to the international vendor company Smartmatic, whose support and cooperation have enabled the successful conduct of technology-based elections for the second time.

The district election commissions have also compiled election results nationwide. During today’s session, the Central Election Commission reviewed the information regarding the individuals elected as council members and mayors, as outlined in the summary protocols. Detailed information and the protocols themselves are available on the CEC website.

In accordance with the legislation, the authority of newly elected mayors and council members will commence on October 29.

Today, the Central Election Commission also issued a decree convening the first sessions of the representative bodies of municipalities, Sakrebulos, elected as a result of the October 4, 2025 elections throughout Georgia’s territory on October 30 at 11:00. The first session of Tbilisi City Council will be opened by CEC Chair Giorgi Kalandarishvili, whilst in the regions, sessions will be opened by the respective district election commission chairs.
