Singapore introduces caning for cyber fraud

The Parliament of Singapore has adopted amendments to the criminal code introducing corporal punishment for cyber fraud. The document has been published in the electronic database of the Singaporean Parliament.

Fraudsters, members of syndicates, and recruiters will receive from six to 24 strokes of the cane, depending on the severity of the crime. “Money mules” who provided their bank accounts, SIM cards, or Singpass credentials may be punished with up to 12 strokes. This measure will apply if a person knowingly assisted criminals.

In addition, under the adopted amendments, a person who commits a crime as part of a fraud group may face a fine of up to $100,000 or imprisonment for up to five years, along with at least six strokes of the cane.

According to Singapore’s Ministry of Home Affairs, fraud remains the most common type of crime in the country, accounting for 60% of all reported cases. From 2020 to September 2025, victims lost nearly $3.88 billion. Between July and September 2025 alone, damages exceeded $187 million.
